Sure the CW has some pretty poor acting, but I'm assuming that these people are being downgraded to the day time soaps. The One Tree Hill actor did not show many acting chops while on the CW drama and therefore they found it easy to write him out. Going to the day time soaps seems simply like he was sent back to the minors.
